What about new tabs?
Edge doesn't let you change the new tab page without an extension. When you press Ctrl+T, you'll still see Edge's default page.
If you want a custom new tab page, you'll need a "New Tab Redirect" extension from the Edge Add-ons store.
Troubleshooting
Edge homepage not working? Go to Settings → Appearance → Home button and make sure Home is toggled on with a valid URL starting with "https://".
Edge startup page not loading? Make sure you selected "Open custom sites" (not "Open the new tab page").
